ASEAN Institute for Green Economy, (AIGE)

Article 1

Establishment of the ASEAN Institute for Green Economy

An ASEAN Institute for Green Economy (AIGE), hereinafter referred to as the “Institute”, shall be established. The Institute will be located at the Centre of Excellence for Greening (CoE-G) of the Green Economy Green Growth Association, Myanmar (GEGG Myanmar Association) in the campus of the Ministry of Science and Technology, Department of Research and Innovation, Yangon, Myanmar.

Article 2

The Purpose of the Institute

The Institute shall serve as a centre of excellence to promote policies and practices to address green economy and green growth opportunities, with an aim to increase and improve sustainable development, conservation and efficient use of natural resources, particularly energy, water and biodiversity, and transition to low carbon technologies to address climate change. The Institute shall:

  • Enhance awareness of programs on green technologies and management practices and
  • Assist interested ASEAN Member States in research and knowledge-sharing of green technologies and management practices including through joint research, education and training.

 

Article 3

The Structure of the Institute

The Institute shall be composed of:

(a) Steering Committee

(b) Senior Advisory Group of Experts, (SAGE)

(c) Permanent Secretariat

 

Article 4

Steering (Mechanism)

The Steering Committee shall comprise a Representative of each ASEAN Member State, to be appointed by and accountable to the respective Appointing Governments. The Chair of the Steering Committee shall be the Representative of the ASEAN Member State holding the Chairmanship of ASEAN.  The Members of the Steering Committee shall elect two Vice-chairmen from among themselves for a term of one year each. The Steering Committee shall:

  • Approve the activities and projects of the Institute, formulated by the Permanent Secretariat.
  • Approve and oversee the annual operating budget for the Institute, as well as the financial management and procurement policy formulated by the Permanent Secretariat.
  • Perform such other functions as may be necessary to carry out the mandate and functions of the Institute;
  • Meet as necessary.

 

Article 5

Senior Advisory Group of Experts (SAGE)

The SAGE would provide scientific and technical advice on greening policies, strategies and practices to the Steering Committee.

  • The SAGE shall comprise a senior official with knowledge and experience on green and sustainability as appointed by each ASEAN Member State.
  • The Chair of SAGE shall be the Chair of the Steering Committee or his/her representative.
  • The Executive Director of the AIGE will be an ex-officio member of SAGE.
  • SAGE members will serve for two years, renewable for more terms than two years.
  • An internal process will be put in place to ensure that at any one time, only up to half the members are, so as to ensure institutional continuity.
  • The GEGG Myanmar Association will provide the scientific and technical resources as well as the facility for the SAGE.

Article 6

Permanent Secretariat

The Permanent Secretariat reports to the Steering Committee and will manage the day-to-day operations of the Institute in accordance with out its mandate and functions as stipulated in this Terms of Reference. The Permanent Secretariat will be headed by an Executive Director and will consist of appropriate functional units and/or departments. The recruitment of staff for the Permanent Secretariat will adopt a competitive and transparent process and is open to nationals of AMS. Pending the establishment of the Permanent Secretariat, an interim secretariat shall be put in place for between 3 to 5 years to provide administrative support, see to programme coordination and mobilize resources for its functions.

 

Article 7

Executive Director

The Executive Director shall be a national of an ASEAN Member State and shall be selected and appointed through a competitive and transparent recruitment process for a non-renewable term of three year by the Steering Committee. The Executive Director, in discharging his/her functions to serve ASEAN Member States, shall represent the Institute, not his/her country or any other institution. The Executive Director shall:

  • Represent the Institute and perform such other functions as may be assigned by the Steering Committee;
  • Have authority to appoint professional deemed necessary to carry out the Institute’s mandate and functions, in consultation with the Chair of the Steering Committee and with the available budget.
  • Undertake activities to raise funds for the activities of the Institute as approved by the Steering Committee.

The Executive Director shall be responsible to the Steering Committee.

Article 8

Financial Arrangements

  1. Funding for the establishment of the Institute shall be borne by the host country

and the operation will be carried out on the project basis.

  1. The ASEAN Member States may consider making voluntary contribution to support the operation of the Institute.
  2. The Institute may seek project-based voluntary funding from ASEAN Member States on an ad hoc basic which should be requested in a timely manner.
  3. The Institute can mobilize additional resources from Dialogue Partners, interested countries, international and regional organizations, financial and any other institutions, corporations or individuals to fund project-based activities.
  4. The resources mobilized to fund the project-based activities may also be reallocated, where appropriate, to support the operations of the Institute, subject to the approval of the Steering Committee.

Article 9

Juridical Personality

The juridical personality of the Institute shall be established under a Memorandum of Understanding (MoU) between the host country and the Institute.

Article 10

Scientific and Technical Personality

The Scientific and Technical Personality of the Institute shall be established with the cooperation of the Centre of Excellence of Greening, CoE-G of the Green Economy Green Growth, the GEGG Myanmar Association which will also be the national consultant.

Article 11

Report and Review

  1. The Executive Director shall submit regular reports on the work of the Institute to the Steering Committee. As appropriate, the Steering Committee will submit a report to the ASEAN Senior Officials on the Environment (ASOEN) and also to the Senior Officials for the ASEAN Socio-Cultural Community (SOCA) who may consider submitting the report to the ASEAN Socio Cultural Community Council.
  2. This TOR shall be initially reviewed five years after the official launch of the Institute. This review and subsequent reviews shall be undertaken by ASOEN.
